Summary: On November 8, 2022 California voters approved Proposition 28: The Arts and Music in School Funding Guarantee and Accountability Act. The measure requires the state to establish a new, ongoing program supporting arts education and instruction in Tk-12 schools beginning in 2023-24. The amount of funding available each fiscal year for the Arts and Music in Schools (AMS) program will be one percent of the K-12 portion of the Proposition 98 funding guaranteed provided in the prior fiscal year, excluding funding appropriated for the AMS program. The budget department worked to provide sites with the total allotments. Sites must expend at least 80% of the funds to personnel costs and 20% or remaining funds for training, supplies, curriculum, materials and partnerships. After each site was given their allotted budgets, site administrators, in collaboration with local partners, determined the program or programs it will offer. Programs includes instruction and training, supplies, materials, and arts educational partnerships programs for instruction in: dance, media arts, music, theater, and visual arts including folk art, painting, sculpture, photography, craft arts, creative expression including graphic arts and design, computer coding, animation, music composition, ensembles, script writing, costume design, film and video. The Board of Education was presented for review and consideration the Arts and Music in Schools plans at the Board of Education meeting held on June 4, 2024.
